Organised and planned development of building activties particurlarly of residential accomadation has been lacking in the State.Various Governemental and Non-Governmental agencies are executive house building schemes without any c-ordination.The agencies have also not been able to function effectively due to their inability ton funds at the proper time.
The Housing Minister's Conference hold to 1957 and in 1961 had recommended the establishment of a Housing Board or Corporation in every State.Housing Board already been established in many other States.
The Trivandrum City improvement Trust Act .1960 Act 1 of 1961 which provides for the framing and execution of housing schemes applies only to the city of Trivandrum.The town planning act 1108(Act IV of 1108) which applies only to the city of Travancore -Cochin area of the state and the Madras Town Planning Act,1920 (Madras Act VII of 1920) which applies to the Malabar area contain certain provisions for framing and execution of housing schemes.But those provisions are inadquate to meet the requirments.Hence the Governement considered it necessary to enact a comprehensive law aaplicable to the whole of the State providing for organised direction and planning in the preperation and execution of housing and improvement schemes and for the establishment of a State Housing Board to co-ordinate the various housing housing schemes in the State.
